I have an engine block that's stamped 3970010 on the left rear and T4A505575 VI211TMR (V1211TMR) on the front left behind the altenator can anyone tell me what these numbers mean?

This is discussed elsewhere on this site but I will give you a rundown;
3970010 is the block casting number = 350 engine made from 1969-75
t4a505575 is likely the last digits of your vehicle serial number or at least the serial number of the vehicle your engine came out of.
VI211TMR are the codes for the engine assembly plant and the vehicle it was placed in. The V means it was built in Flint, Mi. The TMR is the vehicle code. The T means it was originally installed in a truck. The passenger car engines built by Chevrolet during this period should all begin with a C unless they were destined for export or some other use, such as marine. Many codes were duplicated several years and this can help to identify your engine as most codes remained unchanged for the same engine displacement in certain vehicles.
