Hello. Is it possible to use a newer intake 1998 on a 1983 set of heads?

Yes but but with a caveat . You can but the newer intake may have the two center bolt holes on either side of the intake angled differently, GM changed the angle there to i think 70 degrees so in order to make the intake work you will have to slot out the holes.
