"400" SBC Identification Help

I was gifted a 79 k5 blazer 2wd that supposedly had a 400 small block swapped into it. I've been trying to identify the engine and have run into some difficulty due to conflicting information from the numbers. The partial Vin is 19R001031 (?) and the engine code is V0828FB, which are both located on the pad on the driver side, just behind the alternator. The block casting code is rather hard to see, but I'm convinced that it is 3932386. Based on the info I've been able to find, it seems like a 2bbl 327 from a 69 Camaro, but the partial Vin seems invalid and I am lost. Please help!

The 400 was only made for about 4 years, casting numbers are 509, 511 or 817.
Casting #s aside there is a sure fire way to spot a 400 from a mile away and that is its balancer, the 400's balancer is different from all other small blocks in that it has counter weighting, its an 8 incher and almost 3/4's of the other ring is cropped away to put external crank balancing there. also the flexplate will have a weight spot welded to it as the other half of the external balancing is done there.
The 400 was banned from a lot of circle tracks and you couldn't sneak one past tech with that balancer on there.
