What' up, fellow Texas brother! So far, this is what I've got:

3970010 = '69 302 from Camaro - doesn't match suffix code TBD
'69 327 from truck or industrial app. - doesn't match suffix code TBD
'69-80 350 (no vehicle info listed)

V0228TBD = '70 350 w/ unk hp
'71 350 w/ 255hp
'79 350 w/ 165hp

You should try to grab the Casting date off the deck behind the passenger side head/valve cover (same location as Casting No., but on pass side instead of driver). That will help narrow down the year. For example, if your casting date was L 01 9, which translates to (L is 12th letter corresponding to 12th mo.) December 01, 19X9 - that last "9" means it's the 9th year of the decade, but you have to find the decade (70s, 80s, etc) out from another source, i.e. one of the other block numbers. The suffix code TBD has one option that matches - '79. Find out that casting date, and hopefully it matches one.
